Cleanup obsolete comments in logging.properties resource bundles

      All the logging.properties files still have a bunch of obsolete comments:

          # The following ALL CAPS words should be translated.

      Now that JDK-8016127 is fixed and has removed ALL CAPS words these comments are obsolete and should be deleted.
