Test Procedure:
1.Uninstall all JREs from the test machines
2.Use the browser under test to invoke the test page: http://localhost:8080/deploymentToolkit/html/CR7104760.html
3.On non-windows OSes, it should direct to the java.com manual download page. The remaining steps are ONLY applicable to Windows OSes
4.Proceed to install the offered JRE
5.Play with browser when jre is downloaded and installed, make sure the browser doesn't hang
6.Verify the JRE downloaded and installed successfully

The actual result:
At step4 : It will not proceed to install the offered JRE. It will direct to the java.com manual download page.
