This is a follow up issue after fix of JDK-8023074.
1. Install latest 7u45 from http://rehudson.us.oracle.com/hudsonws/7u_cpu_deploy/bundles/windows-i586/latest/jre-7u45-ea-bin-b255-windows-i586-20_sep_2013.exe.
2. set slider to very high and import cert from http://sqeweb.us.oracle.com/net/sqenfs-1/export1/comp/jsn/users/larry/bugreport/MFAtr/self.valid.cert
3. try load jar without Manifest and app is requestion all permission:
http://sqeweb.us.oracle.com/net/sqenfs-1/export1/comp/jsn/users/larry/bugreport/MFAtr/AppletPermission/html/testCertsignedAllPermission.html
4. If there are two blocking dialogs appear one after another, the issue is reproduced.
5. try load jar without manifest but app is requesting sandbox permission:

There is only one blocking dialog, which is expected. And the same behavior is expected when requesting all permission.
