With the fixes for JDK-8023288, the overlay logic was short circuited
in jdk8, to expedite the removal of solaris 32-bit. This bug is filed as
a reminder to remove the remainder of this logic in various places
in the top repository, jdk repository and the jdk/make/closed repository.

IMO, this should be done in jdk9, but I will leave that decision to the
infra team.
