JPRT -buildenv ZIP_DEBUGINFO_FILES=0 no longer works

During my work on JDK-7165611, I did my usual round of FDS config testing
and I noticed that the '-buildenv ZIP_DEBUGINFO_FILES=0' option no longer
prevents creation of '.diz' files.

While my work on JDK-7165611 was for the MacOS X platform, I noticed that
this option is no longer working for other platforms so the breakage has nothing
to do with my changes for JDK-7165611.

I suspect that the breakage was introduced when we switched from the old
build system to the new build-infra stuff.
