hs_err improvement: Print instructions around PC as assembler, not hex

If possible, it would be very valuable to get the memory around the Program Counter as assembler and not just as hex. This is one of the major reasons why we need post-processing tools for hs_err files right now. If we immediately saw the instructions, we could much faster get an idea of why we crash, especially when crashing in compiled Java code

Note, this enhancement may not be possible, but we should at least investigate it
