Can't load jdk.Exported, ClassNotFoundException

It's not currently possible to use jdk.Exported at runtime, the problem is that the meta-index for the rt.jar contains is generated as jdk/internal/ rather than jdk/ so rt.jar is skipped when trying to load the class.
