The refactoring of the collector policy classes lead to a number of minor cleanups as well as the actual refactoring itself. To make it easier to see the actual changes in the refactoring, this RFE is created to cover all minor cleanups. This includes:

* Some code has been moved to a new location. The code itself is not changed.
* Indentation and line break cleanups
* Dead code removal
