The MSI redesign installer.exe is still turned off by default, and it's been broken in a lot of different ways with all of the large pushes the last few months. This fix addresses the issues. There are still lots of remaining issues to fix, but this brings it back to actually building and installing successfully. The change has no impact on live Java 8 installers. It only affects the future msi redesign installer.exe.
