It is no harm but a bit confused when the main panel of an empty Exception Site List dialog is editable
The part has "Click Add to add an item to this list."

When users clicks on 'Manage Exceptions...." button to get to an empty Exception Site List dialog, the cursor is blinking in in front of "Click Add to add an item to this list." and users can type, edit in that text area. It should not be editable
