Re-visit JPRT testsets to make it easier to run subsets of the tests

This issue tracks a re-examination of the JPRT testsets. At this time there are currently default, core and all test sets. A possible adjustment would be to split the core test set so that it doesn't run the serviceability tests, then introduce a svc group to run those tests.
