Instrument tools/jar/JarEntryTime.java to make it easier to diagnose failures

This test fails intermittently when running jtreg with concurrency. The reason for the failure is not clear but the failure suggests that the extract timestamp it out by more than 10s. This happens even when the test runs in less than 1s.

This bug tracks updating the test to print the timestamps to make it more obvious why it is failing.
