Cleanup: LogManager.readPrimordialConfiguration() could be merged into LogManager.ensureLogManagerInitialized()

      If I'm not mistaken Logmanager.readPrimordialConfiguration() is now only called from LogManager.ensureLogManagerInitialized() - it looks as if merging these two methods could result is some simplification of the code.
