Steps to reproduce:
1 Install latest jre8#981
2 Set security level to medium
3 Load app: javaws http://sqeweb.us.oracle.com/net/sqenfs-1/export1/comp/jsn/users/crystal/DO_NOT_REMOVE_ME/jrebug/javawsCustomProgressBar/jnlp/testMissJar.jnlp
In this app, the main jar hello1.jar is not exist. Other jars are self-signed and exist.
4 If an unsigned dialog show up, then this issue is reproduced.

Note: when all jars are exist, there is only a self-signed dialog shows up:
1 Install latest jre8#981
2 Set security level to medium
3 Load app: javaws http://sqeweb.us.oracle.com/net/sqenfs-1/export1/comp/jsn/users/crystal/DO_NOT_REMOVE_ME/jrebug/javawsCustomProgressBar/jnlp/custom_progress.jnlp
In this app, all jars are self-signed and exist.
4 A self-signed dialog will show up. After accept it, a custom progress bar will show up. After a few seconds, the app will get loaded successfully.
