14.10: Clarify that the "top-level class" may be an interface

      It is possible for an 'assert' statement to be lexically enclosed by an interface (in a nested class, anonymous class, or default method). 14.10 only speaks of classes and ought to instead use the phrase "top level class or interface" where necessary.
