For jprt to set jdk8 as boot jdk for jdk9 builds, jprt.properties needs to be changed. This applies to both make/jprt.properties and hotspot/make/jprt.properties. This bug handles only make/jprt.properties for the root repo.

Pushing this needs to wait until all queues have been updated with the jdk9 release configuration.
