ElementType.TYPE_USE should be a logical superset of ElementType.TYPE and ANNOTATION_TYPE

      ElementType.TYPE_USE introduced in 8 should be considered a logical superset of ElementType.TYPE and ElementType.ANNOTATION_TYPE. Javac does not currently do this.
