jcmd.1 Japanese man page is corrupted after the build

    Description

      The nroff files (still to be added) look fine:
      jdk/src/linux/doc/man/ja/jcmd.1
      jdk/src/solaris/doc/sun/man/man1/ja/jcmd.1
      jdk/src/closed/linux/doc/man/ja/jcmd.1
      jdk/src/closed/solaris/doc/sun/man/man1/ja/jcmd.1

      After creating a jprt build, the man pages have file size of 0.

      In 7u40, Japanese jcmd.1 is fine.
