Have the compiler assert when missing End Positions

    Description

      JDK-8019422, JDK-8017216 & JDK-8019421 addressed an issue where end positions were missing in various situations. Having the compiler assert when an error is emitted without an end position in general would assist in tracking similar issues down quickly.
