Exception Site List's first item is read twice after the control panel is launched

To Reproduce:

1. Start the screen reader JAWS
1. Launch Java control Panel
2. Add couple of exception sites
3. Close and reopen the control panel
4. Now the first entry is read twice from JAWS
5. Please see the attached image

Accessible reader will get confused about dup entries getting read
