javac, subclasses of Infer.IncorporationStep should implement the accepts() method

Enum IncorporationStep provides a method named accept which indicates if a given incorporation step is applicable or not. This method is not implemented by most subclasses of IncorporationStep thus provoking several avoidable calls.
