A DESCRIPTION OF THE PROBLEM :
As you can see from the uuencoded screen.jpg screenshot, while the setting for date/time should show it as 15:40 on 2014-02-08 it shows it as 3:40 PM on 2/8/14.

This bug can be reproduced always.
