      Milestone tracking for 8u20 Feature: MSI Redesign/Enterprise Compliance

      The new UE design will address issues beyond just L&F:
      - /lang support for testing
      - easy manipulation of controls to facilitate development (no compile needed)
      - auto-scaling of controls to avoid issues with truncations when text is localized
      - mixed text types within the same control supported (embedding hypertext)
      - support automated tranlsation by providing resources in Wix/XML format

        2.
        		 html_ui: implement automatic selection of the locale Sub-task Closed Alex Menkov  
        3.
        		 replace wrapper dialogs with HtmlU Sub-task Closed Alex Menkov
