      8/8u5 JDK can't be installed with incorrect WEB_JAVA_SECURITY_LEVEL
      Steps to reproduce:
      Run jdk-8u5-windows-i586.exe /s WEB_JAVA=1 WEB_JAVA_SECURITY_LEVEL=""
      Expected:
      JDK installed
      Actual:
      No JDK installed, log attached

      7u55 b08 has no issue.

      Affected tests:
