Using latest security 6ux family release , e.g. 6u71, DT does not trigger the auto download/install the latest jre version from java.com

Tested Configurations
- x64 Win 7/ 64-bit IE 9
- 64-bit jre 6u71

*** Steps to reproduce:
0) Uninstall all JREs from the system
1) Install the fcs version 64-bit jre 6u71 (6u71-b12)
2) Check 64-bit IE 9 to make sure DT 6u71-b12 registered and enabled
3) Use 64-bit IE 9 to invoke the test applet which request to install the latest JRE from java.com:
(deployJava.installLatestJRE()):

- Expected behavior: Auto download/install flow of the latest 64-bit version of JRE on java.com kicked in
- Actual: Landed at the manual download page from java.com
