Win 8/ IE 10 hung with enabled IPv6

      It is noticed on our nightly Windows 8/ IE 10 testing with enabled IPv6, loading local applet will hang IE 10
      (via http://127.0.0.1:8080)

      On the same machine, if we disable IPv6, the same local applet loads fine using IE 10 via http://127.0.0.1:8080

      IPv6 is enable by default on Windows 8
