Testing env: 64bit win7, 8u5b13, IE8

Steps to reproduce:
- add http://rehte.cn.oracle.com:8080 in exception site list in jcp
- enable trace and java console
- load app in browser http://rehte.cn.oracle.com:8080/wshost/new_framework_exe/new_framework/tests/plugin/customprogressbar/html/mulitextension/testMultiAppletsDiffCPB.html
- Click run on security dialog
- After 3 applets in that page are loaded. Check trace file. if string like
network: Downloaded http://127.0.0.1:8080/customprogressbar/data/Pack/JCK_unknown.jar
show 3 times, bug is reproduced.
