I. Can't add a site to "Exception Site List" using keyboard only
Steps to reproduce:
1. Launch JCP
2. Navigate to Security tab, enter "Edit Site List..." button
3. Enter any site, confirm "Security Warning - HTTP Location" if needed
Expected:
Tab navigation works
Actual:
Can't navigate out of the text field, Tab and Enter do not work. Can only go away using "Esc"

II. "Manage Certificates..."
Can't get focus on "Import" at "Certificates" if there is no certificates.
If there are certificates I can navigate only through the certificate list, can't get focus on "Export" or "Details"
