1. Install test JRE using MSI bundle
2. Launch an applet with browser
3. Install NEXTVER JRE using MSI bundle

Expected:
NEXTVER JRE can be installed successfully, no FIU dialog appears

Actual:
NEXTVER JRE can be installed successfully, no FIU dialog appears.
But some regsitry keys are not set correctly, the following keys have no subkeys and values

HKEY_CLASSES_ROOT\.jnlp
HKEY_LOCAL_MACHINE\Software\Classes\.jnlp
HKEY_CLASSES_ROOT\JNLPFile
HKEY_LOCAL_MACHINE\Software\Classes\JNLPFile
