Support the Bosnian Locale as bs_BA

A DESCRIPTION OF THE REQUEST :
Currently, the bosnian locale is only supported as sr_BA. However, to bosnians their language is not a variety of the serbian language.

JUSTIFICATION :
Bosnians prefer to use their own Locale.
