For non-admin users, there are two issues with sponsor offers option in Java control panel:

1) The option "Suppress sponsor offers when installing or updating Java" is not greyed-out in Java control panel --> Advanced tab --> Miscellaneous group

2) Non-admin users still can toggle the sponsor offers on and off


Tested on x86 Win 7/ jre 8u11-b06 promotion using non-admin users as following steps:
- Login as admin user
- Install jre 8u11-b06
- Toggle on the checkbox "Suppress sponsor offers when installing or updating Java"
- Reboot the machine and log back in as non-admin user

The option "Suppress sponsor offers when installing or updating Java" is shown and non-admin user can toggle on and off
