In the frame of generated java doc, there are text of methods:

All Methods
Instance Methods
Concrete Methods

When generating java doc in ja and zh_CN, the frame of the generated java doc is localized, except above words. Please refer to the attached screen shot.

They are not in langtools/src/share/classes/com/sun/tools/doclets/internal/toolkit/resources/doclets.properties or langtools/src/share/classes/com/sun/tools/doclets/formats/html/resources/standard.properties.

Looks like it's an i18n bug because the text are not in the resource file. When they are in the English resource file and could be loaded, they will be translated in the resource file of ja and zh_CN. The localized text will be displayed.
