JCP/Suppress sponsor offers: Issues when switching between admin and standard users

      When switching between admin user / standard user, there are a couple of issues with the option of suppress sponsor offers (from Java control panel)


      *** Tested Configuration:
      - Windows 7
      - jre 8u11-b08 promotion

      *** Issue #1:
      1) Log in as admin user (with UAC on)
      2) Check and save the option "Suppress sponsor offers when installing or updating Java" from Java control panel
      3) Restart the machine and log back in as standard user

      Actual: The option "Suppress sponsor offers when installing or updating Java" from Java control panel is unchecked

      Expected: The option is checked (as it is done by admin user)

      *** Issue #2
      1) Log in as admin user (with UAC on)
      2) Check and save the option "Suppress sponsor offers when installing or updating Java" from Java control panel
      3) Restart the machine and log back in as standard user
      4) Restart the machine and log back in as admin user (the same admin user in step#1)

      Expected: The option "Suppress sponsor offers when installing or updating Java" from Java control panel is checked

      Actual: It is not checked (even the registry 'DisableSponsors' existed)
