Discussed with the CCC 8027607. Initial assumption was to introduce a new file format for UTF-8 encoded properties files, but it seems to be better to just load the properties files in UTF-8 encoding, as we would expect fairly good compatibility. Keeping the existing format (ISO-8859-1 encoded) would be wasteful, both in performance and complexity ways.
