Public APIs should have consistent and correct @since information

      Currently in OpenJDK, @since tag is not applied consistently. Quite a few don't even have @since information, and among those have them, various format are used, for example, there are JDK1.0, JDK 1.0, 1.0 all referring to JDK 1.0.

      A consistent and accurate @since tag is an important information, particularly when developer need to ensure compatibility to previous versions of Java platform.
