Several java/util/concurrent/ tests times out on Windows

      Following tests regularly times out on Windows:

      java/util/concurrent/FutureTask/ExplicitSet.java
      java/util/concurrent/Semaphore/RacingReleases.java

      Tests run out of time regardless to compiler usage w/ -Xcomp, -Xmixed and -Xint and succesully pass with timeout factor increased to 2.
