Remove JAF's API dependency on java.beans.Beans.instantiate

      The JavaBeans Activation Framework isn't currently usable on a small truly headless environment due to its dependency on java.beans.Beans. It would be desirable to make use of JavaMail on an embedded system that only has the base and a small number of modules linked in.

      This Enhancement requests that (we think little used) javax.activation.CommandInfo be re-visited to drop the static dependency on java.beans.Beans.
