The packages that make up the public API docs, javax.naming, etc, should be updated to replace usages of the old <tt> html tag with @code, etc...

Specdiff can be run to compare the edited files to the existing ones to ensure that they are the same. Thus giving confidence that no accidental spec changes/typos creep in.
