Close icon not highlighted and no name/description readable by screen readers
Link to bug 8023032 attached which shows screenshots of various dialogues that reproduce this issue.

Steps to reproduce:
Run a Java Applet which requires additional security asking user to click run/ok. This dialogue should have the close icon on the top right highlighted when mouse over and the close icon should be accessible.
