The hotspot/test/Makefile and jdk/test/Makefile both support running jtregs by invoking the jtreg_tests target and passing in a path through the TESTDIRS variable. The TESTDIRS path is used to select which jtreg tests to run and is relative to the hotspot/test (or jdk/test) directory.
In the strive to move towards a model where everybody works with the full JDK we need support this from the top level too.
