tools/doclint/DocLintTester.java is a library file that is used by almost all the tests in tools/doclint dir.
It would be nice to have more documentation on how the library file works to get a better understanding of the doclint tests framework.
Such documentation will also help in understanding the requirements and expected outcomes of the framework when we add new tests.
