[infra] build failure when building bootcycle images

      Description

        While building fast-debug and bootcycle images the build breaks with the following
        ERROR: 'Could not compile stylesheet'
        ** Transformer Factory error
        FATAL ERROR: 'java.io.IOException: Stream closed'
                   :java.io.IOException: Stream closed
