DIO: impossible to open UART device using its ID

      Starting from b10 it is impossible to open UART device using its ID, seems to be a regression

      Run the attached application.
      Expected result:
      it is possible to write/read data

      Actual result:
      Caught exception: jdk.dio.DeviceNotFoundException: Cannot get serial port name
