One permission implying another type of permission

When a permission type has a PermissionCollection type, it can only imply a permission of the same type. This prevent the evolution of the type if we decide to create a new related permission type and want one implying another.

This RFE would modify the current convention on homogeneous/heterogeneous PermissionCollections.
