It costs around 30 seconds to disable Java content on jre9 b26

      On jre9 b26, it takes up about 30 seconds to disable Java content and UI of JCP hangs up. While it only costs about 2 seconds to disable java content on 8u20.

      Steps to reproduce:
      1) Launch JCP
      2) Disable Java content by unselecting "Security-> Enable java content in the browser" and then clicking "Apply"
      3) If it costs around 30 seconds until the "Success - Java Plug-in" showing up, bug is reproducible.
