      1. Install JRE 8u25 in command line.
      jre180.exe INSTALLDIR=A:\Java
      2. Click "Go to the Java Help Center" link on "Java Setup - Incomplete" window.

      Expected:
      http://java.com/en/download/help/index.xml is opened
      Actual:
      A blank page is opened
