It is noticed that when the system has jre9 installed and one tries to invoke 8u20 iftw online installer, the 8u20 Java Setup - Complete dialog is completely hidden behind the Java Setup- Progress dialog. The focus is on Java Setup- Progress dialog and user has no idea the 8u20 installation completed and wait forever,
This is very bad user experience and very confusing

* Tested Configuration:
- x86 Win 7
- jre9-b28 promotion
- public 8u20

* Steps to reproduce:
0) Uninstall all JREs on the system
1) Install latest jre9-b28 promotion
2) Invoke the 8u20-iftw (can get it from http://www.oracle.com/technetwork/java/javase/downloads/jre8-downloads-2133155.html)
3) Go through the installation prompts
At the very end where the 8u20 installation completed, if you don't see the Java Setup- Complete dialog displayed, the issue is reproducible. Actually, this dialog is completed hidden behind the Java Setup- In progress dialog (see the attached screenshot)

User has no idea that the 8u20 installation is already completed, very bad experience
