inconsistent behavior for setBackground (Windows/Linux)

      Please run the attached test.

      On Linux (and Solaris) - call of setBackground() for parent Dialog colors its child Dialog too (in the same color). On Windows - it does not.

      Checked on Windows 7, Ubuntu 14.04, Solaris 11 (JDK9 b28).
