Test 8u40 b11 on windows 7 x64
In all the 10 l10n-supported locales, javaws help dialog is only localized in it, ja and zh_CN. In it, it's much shorter than what in English, and in ja and zh_CN, the the characters are garbled.
In all the other languages, the help dialog is not translated. The contents in it are in English.
