The extension mechanism is proposed to be removed in JDK 9. The PolicyParser implementation handles the removal of "java.ext.dirs" system property (i.e. System.getProperty("java.ext.dirs") returns null).

This issue is to examine what java.policy should do in JDK9 if it grants entries to file:${java.ext.dirs}.
